With the planned end of the Technical Intern Training Programme and the introduction of the Employment for Skill Development System, important application timelines have been announced for supervising organisations and related institutions. This notice summarises the key points.
The current Technical Intern Training Programme will be gradually phased out, and a new framework called the Employment for Skill Development System is scheduled to begin on 1 April 2027.
With the transition to the new system, supervising organisations, host companies, and related institutions will need to prepare for new procedures and application requirements.

Official start of the Employment for Skill Development System
Under the new system, the existing supervising organisations will be replaced by Supervising Support Organisations.
Applications for authorisation of these organisations will begin before the new system officially takes effect.
Organisations planning to begin supervising activities at the start of the new system are advised to submit their applications at least six months in advance.
For example, organisations planning to start operations in April 2027 should ideally submit their applications by 30 September 2026.
As the Technical Intern Training Programme approaches its conclusion, attention should be paid to the application deadlines for new training plans.
Applications for Technical Intern Training (Stage 1) plans are recommended to be submitted by around February 2027, taking into account the time required for review and immigration procedures.
Applications submitted too close to the final deadline may not complete the entry procedures before the applicable limit date.
